Is Florida Hometown Heroes Only for First-Time Homebuyers?

If you have owned a home before, you might assume you are automatically locked out of the Florida Hometown Heroes program. While the state designed this fund to help buyers break into the local market, the legal definitions and exemptions are much wider than a lot of people realize.

The Three Big Exceptions to the Rule
The state relies on federal housing guidelines to determine who actually needs to meet the first-time buyer standard. There are three primary pathways that allow you to bypass the traditional restriction:
1. The 3-Year Rental Rule
The IRS definition of a first-time homebuyer isn't someone who has never owned a home; it's someone who has not held an ownership interest in a primary residence anywhere within the last three years. If you sold your home in Altamonte Springs or Casselberry four years ago and have been renting a townhome since, you are legally a first-time homebuyer under Florida Housing rules. Furthermore, holding raw land, a commercial property, or an independent investment property does not disqualify your application.
2. The Military and Veteran Exemption
If you are active-duty military, a member of the National Guard, or an honorably discharged veteran, the first-time homebuyer requirement is completely waived. If you currently own a home in Clermont but want to sell it and purchase a property closer to family in Oviedo or Winter Park, you can deploy up to $35,000 in state assistance on your next purchase without a three-year waiting period.
3. HUD Targeted Areas
The state waives the first-time buyer rule for anyone purchasing a home inside a HUD-designated "Targeted Area" (specific census tracts identified for local community revitalization). This means you can keep your current home as a rental property and buy your next primary residence using Hometown Heroes funds, provided the new home sits within one of these targeted zones.
